The guidelines have been prepared as a reference for those involved in collecting and supplying the data for the Alcohol and Other Drug Treatment Services National Minimum Data Set (AODTS-NMDS). Updated guidelines are released each year of the collection. This edition is relevant to the 2010-11 collection period. These guidelines should be particularly useful to staff in the Australian Government, state and territory health departments, and alcohol and other drug treatment agency staff directly involved in the collection and reporting of the data set.

Health Impact Assessment of the Northern Territory Emergency Response

The report raises serious concerns about the continued future wellbeing of Indigenous children and families under the Northern Territory Intervention. The report assesses the potential health impacts of the Intervention on all aspects of Indigenous health and wellbeing, not just physical health.
Using methodology endorsed by the World Health Organisation, the report found that the Intervention would potentially lead to ‘profound’ long-term damage, and that any potential benefits to physical health were largely outweighed by negative impacts to psychological health, social health and wellbeing as well as cultural integrity.
The report also found that the increasing levels of mistrust caused by the previous government’s ill-conceived and rushed implementation of the Intervention will continue to compromise the current government’s ability to work in partnership with Aboriginal communities to achieve shared objectives.
Impact of income management on store sales in the Northern Territory

This study examined the impact of the Northern Territory Intervention income management program on store sales and food choices among Aboriginal people since 2007.
Main outcome measures: Trends in (i) total store sales; (ii) total food and beverage sales; (iii) fruit and vegetables sales; (iv) soft drink sales; and v) tobacco sales.
Results: Modest monthly increases indicative of inflation were found for all outcome measures before the introduction of income management, except for soft drink sales, which remained constant. No change from the increasing rate of monthly sales before income management was seen in the first 4–6 months of income management or for the income-management period thereafter for total store sales, food and beverage sales, fruit and vegetable sales and tobacco sales. The rate of soft drink sales declined significantly with the introduction of income management and then increased significantly thereafter. The 3-month government stimulus payment period (during the period of income management) was associated with a significant increase in the rate of sales for all outcome measures.
Conclusion: Income management independent of the government stimulus payment appears to have had no beneficial effect on tobacco and cigarette sales, soft drink or fruit and vegetable sales.
