Approved Response to Central Australian Petrol Sniffing Strategy Unit Review Report

As a response to Recommendation 4 of the Senate Community Affairs References Committee reports on Petrol Sniffing in Indigenous Communities: Grasping the opportunity of Opal: Assessing the impact of the Petrol Sniffing Strategy the Australian Government commissioned in mid-2009 an independent evaluation of the Central Australian Petrol Sniffing Strategy Unit (CAPSSU).

This 12th biennial health report is the nation's premier source of statistics and informed commentary on: determinants of health and keys to prevention; diseases and injury; how health varies across population groups; health across the life stages; health services, expenditure and workforce; the health sector's performance.
In 2006 the Australian National Council on Drugs (ANCD) published a commissioned report on drug use in the Asia and Pacific Region. Cannabis is grown in a significant number of PICTs, it is cheap, readily available, use is generally widespread and it remains the key illicit drug of concern.2 The Burnet Institute report2 noted data that suggested that there were in the vicinity of one million cannabis users in Papua New Guinea (PNG), and up to 350,000 daily cannabis users. The cannabis strains Niugini Gold and Spak Brus which are grown in many of the islands are regarded as being among the most potent available worldwide.
This publication contains summary data on expenditure on community service activity by government and private sector organisations. Data are presented by type of community service activity, State and Territory and profit status. This publication also contains data on income, expenditure, employment and volunteers in the following community services sectors: aged care residential services, other residential care services, child care services and other social assistance services.
The Illicit Drug Data Report is produced by the Australian Crime Commission (ACC) and is recognised as one of the most valuable tools for law enforcement agencies, policy and decision makers, research bodies and other stakeholders in combating illicit drugs. It provides a statistical overview of illicit drug arrests and seizures as well as profiling the current situation, national impact and the emerging trends and threats of illicit drugs in Australia.
The history of tobacco control in Australia shows that reductions in smoking prevalence can be linked to comprehensive and collaborative action by governments and health organisations to change the culture of smoking. The Australian government’s commitment to increase the levels of funding to address smoking in Indigenous communities is a welcome advance towards achieving this goal.
This report on the outcomes of the Indigenous tobacco advocacy workshops and consultations, also provided recommendations on future funding directions for Indigenous tobacco control in Western Australia.

This Report was commissioned by the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) in response to Recommendation 10 of the 2006 Senate Community Affairs References Committee Report Beyond petrol sniffing: renewing hope for Indigenous communities.
The Office of Indigenous Policy Coordination (OIPC) within the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) has commissioned Urbis to conduct a review of the Central Australian Petrol Sniffing Strategy Unit (CAPSSU). The review also considered the future role and focus of CAPSSU.
