he Congress is a key meeting of chemical diversion experts aimed at achieving supply reduction objectives through partnership and education. The event has become a major occasion for representatives from law enforcement, industry, health authorities, prosecutors and academia to share expert knowledge and experiences about chemical diversion and synthetic drug manufacture. The 2009 Congress, held in Sydney, was very successful in attracting approximately 200 delegates from Australia and overseas. The transnational nature of precursor and Amphetamine Type Stimulants (ATS) drug trafficking has heightened the need to build international collaborative mechanisms to prevent chemical diversion and illicit drugs manufacture. The Congress is quickly establishing itself as a key part of this effort. The Congress has been progressively building its international profile, attracting greater numbers of international participants every year.
